Recurring budgets should affect a specific month

I have several cases with budgets which are being repeated on a quarterly- or six-month-basis.
In pretty much every case I want the budget applied to a specific month not spread over the whole timespan.

e.g. I have to pay 75 € every 3 months for city cleaning. These budget items should be fixed in February, May, August, November.
So, there should be a budget item in February with 75 € and once I added the corresponding transaction for 75 € I should be fine. There shouldn’t be a budget item in January, February and March for 25 €.
