[1.3.0] Allow users to manually change transaction exchange rates after creation

Currently, the exchange rate can only be set when creating a transaction in a foreign currency. However, if you select an account that uses a currency other than the default currency or create a transfer between two accounts of different currencies, the exchange rate is always calculated automatically and cannot be adjusted.

For this reason, it makes sense to offer users the possibility to change the exchange rate afterwards.
