[2.1.14] CSV Import Does Not Use Existing Categories If No Folder Is Specified

Currently, if no folder is specified during a CSV import, existing categories are not applied, requiring users to manually categorize transactions or extend their existing CSV file with a folder column. This issue should be resolved so that the import process correctly assigns transactions to existing categories even when no folder is provided in the CSV file.
