[2.1.6] Add filter option for accounts to global transaction list

Since 2.1.0, the global transaction list can no longer be filtered. For certain use cases, however, it is useful to at least be able to filter by account in order to use the existing sorting and grouping functions.

The filter should behave the same as for the overview page (i.e. the globally visible accounts are used to filter the transactions).
