[2.1.6] Add new Category or Tag right from the search option in category selection.

While searching in the category list, the screen goes blank if there is no search result. Instead if there is a prompt to add new Category with a plus symbol, that search keyword can go directly to create new category. Right now, we have to click cancel then go back one menu and then click plus symbol and type in the same category name we searched in the previous search.
