[3.2.0] Allow Creating Budgets With a Future Start Date

Please add the ability to create a budget that starts in the future.

This would let users plan ahead by setting up budgets in advance with a selected start date. The budget would remain inactive until that date, then automatically begin tracking.

This would be useful for upcoming life changes, new subscriptions, seasonal expenses, or planned financial goals, and would make budgeting more proactive and organized.

Not quite sure if it’s a duplicate of other feature requests.
