[BUG] Transaction time is not handled properly

As you can see from the screenshots below, it appears that transactions date and time is not handled properly.

I can’t tell what is causing the problem, if it is related to the locale or whatever but this make the reports and charts unusable and most importantly changes is budgets are not reflected.
