[Bug]Budget Book Currency Switching Behavior

As of now if I switch the default currency of a budget book, it automatically converts all of my accounts to said currency, which is not what is desirable.

Foreign currencies should NOT be converted unless purely for cosmetic purposes because purchases previously made using another currency stay with the currency. Multiplying it by the concurrent exchange rate is frankly quite unnecessary, if not extremely unrepresentative of the transactional values.
