Duplicate accounts when syncing devices

I have an iPhone/Mac/iPad and Apple watch, when i try setup my accounts for the first time and sync to the other devices it works fine. But after making significant modifications and i go back to the previously outdated accounts, they sync the old version back causing duplicates
