Evaluate planned and recurring transactions in Budgets

Planned and recurring transactions should be taken into account for the available amount displayed in Budgets.

Currently, only transactions up to the current date are calculated.

For example, I have an annual budget set up for my mortgage. All these payments are set up as recurring transactions. The available amount should be 0.

Currently, it shows the available amount as the sum of transactions remaining until the end of the year.
