restart iCloud sync with local data

i had some issue with the iCloud sync between my devices and also to the devices of my wife. All 4 have now different status and a different account balance. Just one is correct. How can I force the sync to use the current local data and sync it to the cloud. And when that is done, how can I force the app to reload from iCloud and forget everything that is locally stored?

For my wife’s devices I tried to remove the app and reinstall and reinvested but also doesn’t help.
