Selected tags should be first in the list
There is a Most Used category in the list view of tags. It would be even more helpful to have Selected section above that one just to be able to toggle selected tags easily.

Additional information:
my frequent use case is that I append a tag to transaction temporarily and once the tag is no longer relevant, I remove it
