Shortcut Background Execution Blocked When Using Certain Actions

When a shortcut contains specific actions (like Match Text, Split Text, or certain third-party actions like Toolbox Pro), it will cause the final "Create Transaction" action to require device unlock and user interaction.

I assigned a shortcut containing "Create Transaction" to the Action Button on iPhone 15 Pro (so it can be triggered while locked, to mimic the Apple Pay automation behavior).

If I only call Create Transaction, it completes silently in the background. But If I add actions like Match Text, Split Text, or use some third-party tools (e.g. Toolbox Pro to check internet), a pop-up appears when triggered while locked, with “View" and "Cancel" options, requiring unlock and manual confirmation.
