[3.1.0] UX Improvement: Make monthly budget start date setting more prominent

I get paid on the 25th, so my budget starts then and not on the 1st. Unfortunately I’m unable to use the app until this is a feature, otherwise the first 5 days of my budgeting gets rolled over and left in the previous period
